Police-Student Leaders’ Dialogues in Institutions of Higher Learning targeting 1000 students/police officers
Many a time, institutions of higher learning (universities, colleges, technical and vocational institutes) in Uganda have exploded violently with the university authorities over various issues, trivial and genuine. On failure of engagements, the often apolitical students have always battled the police filling the university campuses with live bullets, teargas, rocks, stones and ultimately resulting into death. One issue comes out clearly in all this; the absence of dialogue between the police and the student leaders. On all occasions the police have gone there to quell demonstrations, they have been perceived as intruders partly because they have no earlier existing working relationship with the students and/or their leaders.
The thematic dialogues will be vital in not only informing the massive numbers of students through their leaders, their obligations in public order and general security, but will also help the police to build rapport with them to ease future communication. These institutions shall include Northern Uganda (Gulu University); Western Uganda (Mountains of the Moon, Mbarara University and Kampala International University-Ishaka branch) and the various polytechnic institutions within this particular region; Eastern Uganda (Busoga University, Lugazi University and Islamic University) and in Southern/Central Uganda with various universities and colleges.
