Enhancing police accountability and civilian oversight in conflict ridden communities-Karamoja
The justice, law enforcement and order situation in Karamoja region continues to provide one of the major challenges for policing in Uganda. The existence of illicit fire arms has made it difficult for police to effectively enforce law and order in the region. To counter the fragile peace situation, the Police has embarked on the Restoration of Law and Order in Karamoja (RELOKA) program. While acknowledging the importance and the place of traditional justice in the national justice system, there is also need to reflect on its failings and how these can be bridged by reference and adherence to the formal national justice system.
The dialogue comes with the aim of sensitizing and creating a platform between the Police and the Karamojong elders for dialogue on various issues among which include the need for co-operation with the Police and the adherence to the national justice system to compliment acceptable and legal aspects of the traditional justice system in Karamoja. The training will attract the lead actors in both systems but more centrally the Police, civil society organizations, the army representatives and Elders of the community whose overwhelming influence over their communities is invaluable.

The PSVW has been design to strengthen the accountability of the police towards the citizens they serve. Since the outset of this program, thousands of people have visited more than a thousand police stations in 24 countries.
