Working Group and National Coalition on Police Accountability and Reform Member Organizations

Working Group Organizations

The above team is backed up by the project working group member organizations, seven in number with different expertise in human rights and democratization related work.  This working group plays an advisory role and offers guidance and direction to the aforementioned project team and various recommendations to the board of HURINET on any project related aspects if and when necessity calls. Ultimately, there is the board of HURINET-U which is bestowed with the overall oversight responsibility over all programmes run at and by HURINET-U.

National Coalition on Police Accountability and Reform

The larger coalition of over 150 member organizations country wide made up of Community Based Organizations (CBOs) and Non-Governmental Organizations (NGOs) continues to be the ultimate beneficiaries of the project and continue engaging in advocacy work on policing matters and security reform in the specific communities where they operate.  Their work is guided by the project working group. In each region demarcated, there is a focal point person to ease communication and mobilization. (A list of these organizations is available and the various contact persons—an email database entailing the contact emails of these organizations have has been developed and fully functional to allow dissemination of information easily especially that which requires immediate response).

The coalition is responsible for informing the working group and project team of the various issues emerging from their regions touching on police reform and accountability, public order management aspects through the various regional meetings. The above combined, equipped with earlier/previous experience with the police, fully conversant of the local terrain and political-power play settings within the security sector in Uganda provide the internal framework and capacity for managing the project.

Additionally, HURINET has an established platform for different individuals from different backgrounds such as universities who have interest in the different projects it is undertaking at a particular time to enhance their knowledge. Indeed, whereas some of them come in search for knowledge, they are useful in providing input in some of the programmes.

The project thus provides opportunity to students, research fellows wishing to undertake internship or volunteering in matters of police reform and accountability, public security and safety and public order management. This is also vital to get the programme to the community and have them contribute where they can.
