The quest for a democratic Uganda Police Force

The increased monitoring of police compliance to legal obligations, human rights and police professional standards is intended to enhance accountability and as a result of this, is a newsletter called "The Police Watch Magazine"

Objectives of the Project

The overall objective of the project is to:

Contribute to the establishment of an accountable and democratic police service that works in close cooperation with the public in order to ensure a safe and secure society in Uganda.

More specifically however, the project seeks to:

  1. Enhance the capacity of  Civil Society Organizations to provide civilian oversight of the police in Uganda;

·         Promoting police accountability includes among others implementing and follow up on all the activities and initiatives associated with the Police Complaints Form 105 and the Police Complaints Manual and its reviewing and translation in other local languages.

  • This also involves maintaining the engagement with the police through civil society-police dialogues and meetings.
  1. Establish regional police, students, and media networks facilitate for public safety and security networks based on the premise of a shared responsibility;

·         This includes maintaining, strengthening and expanding the net-work/coalition on police accountability and reform through continued regional coalition meetings between the various members to inform strategies of the project and also keep the member organizations abreast with the progress of the project;

  1. Disseminate and monitor recommendations of the Police Review Process-
  • Previously-in 2010, HURINET-U and the National Coalition on Police Accountability and Reform contributed to the mobilization of the public to take part in the implementation of the police review process, which provided an excellent opportunity for civil society to engage with the Police so as to provide vital input that may positively inform the outcome and later bestow legitimacy on the process before the populace;
  • Central to this objective is the production and dissemination of the results of the review to the various stake holders especially the public through among other avenues, the country wide-coalition or network of civil society organizations on police accountability and reform. It is crucial that the public which informed the review exercise is informed in the simple language the findings of the review and the next steps forward which they can keenly monitor.  This is intended to build a national ethos aimed at contributing to the implementation of the recommended actions for police reform.

4. Advocate for and engage the police and the public on public order management that promotes, and respects principles of human right and freedom in Uganda.
